1)  It should be good quality.
2)  It should be more economical .
3)  It should be stronger / strength enough to bear the dead load of the structure and so weight of equipment labor etc.             
4) The form work should be rigid enough so as to retain the shape without any appreciable deformation.                        
5) It should be smooth inner surface.
6) the form of work should be so arranged that there is minimum of leakage through joints.
